I would like to know if tracing insights like N+1 are counted against the error quota or fall under a different bucket.

Resolution
N+1 and similar tracing insights in Sentry are generated as performance issues, not error issues.
These performance issues are surfaced based on accepted transaction (or span) events.
In the current Sentry SaaS pricing model, transactions/spans are the unit of billing for tracing and performance monitoring.
