Issue
It is unclear exactly what the Action Internal option does or why I want to set it, when setting up my alert.

Resolution
The action interval option sets the time it takes for the alert to trigger again for the SAME issue. So once you get the alert for 1 issue, it will wait the set amount of time to trigger the alert again for the SAME issue.
If the alert conditions trigger multiple issues at the same time, you will get an alert for all the issues that triggered the alert.
The Action Interval option can be useful if you experience a sudden spike of events for an issue within a very short amount of time. This will help prevent you being spammed with an endless amount of the same alert, when just 1 would of been enough.
