I want to create an alert rule that triggers on every error event in my project.

Resolution
Create an issue alert rule and do not add any option trigger under "WHEN an event is captured" like in the screenshot below:
Then simply add how you want the alert rule to notify you in the next section.
Note that the action interval will prevent two events from the same issue from triggering the alert within that time. For example, if you set it to 1h, each issue will only trigger the alert once per hour regardless of how many events it gets.
