I would like to confirm if there are any effects beyond the value change for the specific issue when a user manually adjusts the priority of an issue in Sentry. Specifically, does this action impact future issues in any way or influence other aspects of the system?

Manually changing an Issue's priority does not impact the priority of future similar issues nor influence other aspects of the system. However, it does affect how Sentry handles that specific issue going forward.
As noted in the documentation, Sentry may change an existing issue's priority automatically. However, if you change an issue's priority manually, it will no longer be automatically adjusted if the event volume escalates.
