When I tried creating an error, I saw the following message:

Error communicating with GitHub (HHTP 410): Issues are disabled for this repo

The GitHub integration is properly configured.

Resolution

Please open the GitHub repository in question (visit the https://github.com/{{your_gh_name}}/{{repo_name}}/settings page) and enable the "Issues" option:
